Economic Adviser Dr. Salehuddin Ahmed has announced that the new salary structure for government officers and employees will be implemented through a gazette during the tenure of the interim government. He stated that there is no need to wait for a political government to implement the new pay scale.
While speaking to journalists recently at the Secretariat, Dr. Salehuddin said that the necessary allocation for the new salary structure will be included in the revised budget of the current fiscal year. As a result, the new pay scale will come into effect from March-April of next year. The budget revision process will begin in December, and the provision for the new pay scale will be included in it.
On July 24, the government formed a new Pay Commission. Former Finance Secretary Zakir Ahmed Khan has been appointed as the chairman of the commission. The commission is expected to submit its recommendations by December. A member of the commission, speaking on condition of anonymity, mentioned that the current pay ratio between the highest grade (Grade-1) and the lowest grade (Grade-20) is approximately 10:1. In the new structure, this ratio will remain between 8:1 and 10:1. Additionally, allowances for healthcare, education, and other sectors will be increased.
To ensure an effective and fair implementation of the new salary structure, the National Pay Commission has started collecting opinions online. Four separate questionnaires have been prepared for four categories: government employees, general citizens, government institutions, and association or union members. Participants can complete the relevant questionnaires on the commission’s website (paycommission2025.gov.bd) until October 15. Furthermore, any association or union members wishing to meet with the commission may do so by completing and submitting the prescribed questionnaire.
The government’s objective is to adjust government employees’ salaries in line with inflation. The National Pay Commission 2025, formed on July 27, consists of 23 members. Within six months, the commission will review the salaries, benefits, and other facilities of employees working in government, semi-government, autonomous bodies, state-owned banks and financial institutions, government-approved universities, and state-owned industrial enterprises, and submit its recommendations to the government. However, the matter of workers in state-owned and autonomous industrial institutions has been kept outside the commission’s purview.
Currently, the salaries of government officers are based on the 2015 pay scale, which includes 20 grades. Approximately 1.5 million officers and employees receive salaries and benefits according to this scale.
