ADP Implementation Stays Below 1% in July

In July, marking the beginning of the current fiscal year, the government allocated only Tk 1,645 crore from the Annual Development Program (ADP), which constitutes 0.69 percent of the total ADP budget. In contrast, during the previous fiscal year, a greater amount was utilized in July, even amidst the student-public movement.

During the same period of the 2024-25 fiscal year, Tk 2,922 crore was disbursed from the ADP, representing 1.05 percent of that year’s ADP allocation.

This information has been highlighted in the latest report from the Implementation, Monitoring and Evaluation Department (IMED) under the Ministry of Planning.

The total size of the ADP, which includes funding from the organization’s own resources, is reported to be Tk 2,38,595 crore, according to IMED.

The IMED report indicates that Tk 7,280 crore was utilized from government funds in July, accounting for 0.51 percent of the total allocation. Conversely, Tk 8,380 crore was spent from foreign loans and grants, which is 0.97 percent of the allocation from international sources. Additionally, the organization utilized 78 crore taka from its own funds.

According to data from IMED, 11 out of 57 ministries and departments did not spend any funds in July. Key ministries and departments that did not utilize their budgets include the Health, Education and Family Welfare Department, and the Ministry of Water Resources.

Only 12 ministries and departments exceeded 1 percent of their budget expenditure in July, with the Ministry of Food leading the way by spending 11.30 percent of its budget. Furthermore, among the ministries and departments with significant allocations, the Ministry of Science and Technology expended 3.56 percent of its budget.

The list also includes the Ministry of Labor and Employment (3.51 percent), Technical and Madrasa Education Department (3.46 percent), Secondary and Higher Education Department (1.43 percent), Disaster Management and Relief Ministry (1.49 percent), Fisheries and Livestock Ministry (1.38 percent), Land Ministry (2.01 percent), Election Commission (1.49 percent), Cabinet Division (7 percent), Economic Relations Division (2.72 percent), Legislative and Parliamentary Affairs Department (2.34 percent).
