B Mirror Report: In a decisive move to fortify the nation’s human capital, the government is finalizing a Tk 3.0-trillion Annual Development Programme (ADP) for the upcoming fiscal year. This ambitious plan, which is 50% larger than the outgoing year’s revised budget, signals a major policy shift by prioritizing health and education as Bangladesh prepares for its post-LDC graduation challenges.

While traditional infrastructure sectors like the Local Government Division and Road Transport continue to receive the highest raw allocations, the social sector is seeing a historic surge. Most notably, the Health Services Division is set to receive Tk 206.08 billion a six-fold increase that propels it from 15th to the 3rd highest priority sector while education allocations are expected to more than double across primary and secondary levels.

Financing for this massive undertaking will rely heavily on the government exchequer, which is expected to cover over 63% (Tk 1.9 trillion) of the outlay, with the remaining Tk 1.1 trillion sourced from external project loans and grants. Ministry of Finance officials emphasize that this “investment-driven model” aims to raise education spending to 2.0% of GDP and health spending to 1.0% of GDP, moving closer to international benchmarks. By focusing on “people over physical structures,” the government hopes to reduce out-of-pocket medical costs for citizens and create a technology-driven workforce capable of sustaining a 6.2% GDP growth and eventually building a trillion-dollar economy.

However, the path to these milestones is not without obstacles. Economists from the Centre for Policy Dialogue (CPD) have raised concerns regarding the nation’s narrow tax-to-GDP ratio, which currently sits at approximately 6.8%.

They warn that simply increasing budget allocations is only half the battle; the real test will be the government’s ability to improve the implementation capacity of its ministries, which have historically struggled to fully utilize their assigned funds. The full details of these reforms and the broader Tk 9.30-trillion national budget are expected to be officially presented to the Jatiya Sangsad early next month.
