Final pay scale report to cabinet within two weeks

The final report of the review committee examining the recommendations of the Ninth National Pay Commission is expected to be submitted to the Cabinet within the next two weeks, according to sources familiar with the matter.

The decision was made at the committee’s final meeting held at the Secretariat on July 6. The 10-member review committee was formed on April 21 to finalize recommendations for implementing a new salary structure for government employees.

The meeting, chaired by Cabinet Secretary Nasimul Ghani, reached a consensus on forwarding the report to the Cabinet for consideration. The committee includes the Principal Secretary to the Chief Adviser, Finance Secretary, Public Administration Secretary, Law Secretary, Defence Secretary, Secondary and Higher Education Secretary, Health Services Secretary, the Principal Staff Officer of the Armed Forces Division, and the Comptroller General of Accounts.

Sources said separate notifications would be issued for civil servants, the judiciary, and members of the armed forces.

The Ninth National Pay Commission, comprising 23 members and headed by former Finance Secretary Zakir Ahmed Khan, was formed on July 27, 2025, nearly a decade after the Eighth Pay Commission. After receiving an extension, the commission submitted its report on January 21, 2026.

The commission recommended retaining the existing 20-grade structure while increasing salaries and allowances by 100 to 140 percent. It proposed raising the minimum basic salary from Tk 8,250 to Tk 20,000 and the maximum salary from Tk 78,000 to Tk 160,000. According to commission estimates, implementing the full package would require an additional Tk 106,000 crore annually.

The review committee has suggested modifying some of the original proposals and implementing the new pay structure in phases. Members have reportedly favored introducing revised basic salaries from July 1 of the current fiscal year and new allowances from July 1 of the following fiscal year. However, the final decision will rest with the Cabinet.

While presenting the FY2026–27 budget on June 11, the Finance Minister announced that a new government pay structure would be implemented gradually from July 1, citing the rising cost of living caused by prolonged inflation under the existing salary framework.

The proposed budget for FY2026–27 allocates Tk 89,836 crore for salaries and allowances and Tk 141,434 crore under the public administration sector, an increase of Tk 54,572 crore from the revised allocation of the previous fiscal year. Finance Ministry officials said at least Tk 44,000 crore of the additional allocation has been reserved for government employees, MPO-listed teachers, and pensioners.

A committee source said technical issues related to the judiciary’s salary structure have largely been resolved. Following the Finance Minister’s approval, the report will be placed before the Cabinet. If approved, a formal notification will be issued after legal vetting by the Ministry of Law.
