The capital market regulator Bangladesh Securities and Exchange Commission (BSEC) has summoned two former directors of the Dhaka Stock Exchange (DSE) who died two years ago. The two deceased directors are Rakibur Rahman and Habibullah Bahar.
On Wednesday (December 11), a letter of condolence signed by BSEC Deputy Director Md. Sultan Salah Uddin was sent to the DSE.
The condolence letter has summoned 12 directors who participated in the board meetings held on June 28 and August 17, 2021, led by Md. Yunusur Rahman. Among them are Rakibur Rahman, who died on March 18, 2022, and Habibullah Bahar, who died on August 9 of the same year.
An investigation report prepared on November 30, 2023, mentioned that there was a violation of the Securities Act regarding the collection and use of protection funds for investors. In this case, just as the DSE authorities did not collect the funds properly, similarly, there are questions in the investigation report about its use.
Due to which, BSEC has been summoned to explain on December 23 at 10:30 am. Where the two late directors of DSE, Rakibur Rahman and Habibullah Bahar, are present.
A director of DSE says that it is unwise to summon dead people to BSEC. He said, everyone knows that Habibullah Bahar and Rakibur Rahman are dead. All the media outlets in the country have also reported their deaths. In this situation, BSEC has summoned them. How can a person who is dead appear in the hearing? Through this summon, BSEC has done a very unprofessional job and has shown evidence of incompetence.
He also said that BSEC has summoned the previous board based on an investigation report. In this case, BSEC authorities have summoned the DSE investigation report exactly. But first, it was necessary to review the accuracy of the report.
