Five Ministries Spend Under 1% of ADP

In the first four months (July–October) of the current fiscal year, five ministries and divisions have failed to spend even 1% of their allocations under the Annual Development Programme (ADP). The Ministry of Foreign Affairs and the Parliamentary Affairs Secretariat did not spend a single taka.

Other underperforming ministries and divisions include the Ministry of Civil Aviation and Tourism, the Public Security Division, and the Internal Resources Division (IRD).

According to the Implementation, Monitoring, and Evaluation Division (IMED) of the Ministry of Planning, the Ministry of Foreign Affairs had five projects with 12.1 billion BDT allocated, but no expenditure was made. The Parliamentary Affairs Secretariat, with one project and 2 million BDT allocation, also did not spend any funds.

The Ministry of Civil Aviation and Tourism spent only 2 billion BDT out of 246.3 billion BDT allocated for 13 projects. The Public Security Division spent 1.166 billion BDT out of 118.4 billion BDT, while the IRD spent 0.774 billion BDT of its 77.5 billion BDT allocation for six projects.

Overall, ADP implementation for July–October stood at a mere 8.33%, with total expenditure of 19.878 billion BDT—nearly 20 billion BDT less than the same period last year.

This fiscal year, the ADP totals 2,386.95 billion BDT, covering 1,198 ongoing projects.
