B Mirror Report : New regulations related to public offerings in the capital market, titled “Public Offer of Equity Securities Rules, 2025,” have officially come into effect. As the new rules have been published in the form of a gazette, investors and market participants can now issue shares in accordance with these guidelines.
This information was confirmed in a press release signed by Md. Mohaiminul Haque, Assistant Director and Assistant Spokesperson of the BSEC, on Thursday (1 January).
According to the press release, the “Public Offer of Equity Securities Rules, 2025” were published on 30 December 2025 in a supplementary issue of the Bangladesh Gazette. The new regulations are deemed effective from the date of publication in the gazette.
Investors will be able to view and download the new regulations from the ‘Securities Laws’ menu under the ‘Securities Laws, Rules, Regulations’ sub-menu on the official BSEC website (www.sec.gov.bd).
The BSEC expects that the new regulations will help maintain discipline in the capital market and make the process of raising capital through public offerings more modern and up to date. In addition, they are expected to enhance transparency for investors and increase the credibility of the market.
