Bangladesh Securities and Exchange Commission (BSEC) Chairman Masud Khan has assured stakeholders that no unreasonable decisions will be taken in reviewing and amending the mutual fund regulations, emphasising the importance of stakeholder opinions and international best practices.
He made the remarks at a consultation meeting on reviewing the Bangladesh Securities and Exchange Commission (Mutual Fund) Rules, 2025, held at the BSEC office in Agargaon, Dhaka, on Wednesday (October 28). The commission disclosed the details in a press release on Thursday.
Representatives from the Dhaka Stock Exchange (DSE), Chittagong Stock Exchange (CSE), Central Depository Bangladesh Limited (CDBL), mutual fund trustees, asset management companies and custodian institutions attended the meeting, alongside BSEC members and officials.
Masud Khan said greater participation by institutional investors was essential to making the country’s capital market more dynamic, sustainable and investment-friendly. He noted that the desired growth of the market could not be achieved by relying solely on retail investors, adding that the mutual fund sector could play a significant role in this regard.
He also stressed that sustainable growth in the capital market would be difficult without developing the mutual fund industry. Alongside promoting the sector, protecting investors’ interests must remain a priority, he said.
The BSEC chairman highlighted the importance of investment education and financial literacy in the long-term development of the capital market. He called on the commission, capital market institutions and other stakeholders to work together to improve investors’ financial knowledge, awareness and ability to make informed investment decisions.
According to the press release, the review aims to support the development of the mutual fund sector, increase institutional investment and make the regulatory framework more effective and market-friendly.
Mohammad Mahmudul Haque, executive director and head of BSEC’s Investment Management Division, presented an overview of the existing regulations, potential amendments and areas requiring changes.
Participants subsequently shared their opinions, recommendations and suggestions, which were discussed with a view to making the regulations more effective and practical.
