ADP Spending Below 5% for 8 Ministries

The Annual Development Program (ADP) implementation has demonstrated a startling stagnation over the first five months (July–November) of the current fiscal year. Eight ministries and divisions were not permitted to spend more than 5% of their allotted cash during this time.

The Parliamentary Affairs Secretariat spent not a single taka among them.
The Financial Institutions Division, Internal Resources Division (IRD), Ministry of Chittagong Hill Tracts Affairs, Security Services Division, Health Education and Family Welfare Division, Health Services Division, and Public Safety Division are the ministries and divisions that spent less than 5%.

This picture has emerged in the updated report on ADP implementation for the July–November period, published by the Implementation, Monitoring, and Evaluation Division (IMED) of the Ministry of Planning. The report shows that in one project of the Parliamentary Affairs Secretariat, an allocation of 20 lakh taka was made, but no expenditure occurred in five months.

The health sector shows a similar pattern. Of the 15 projects under the Health Services Division, which had an allocation of 7,484 crore taka, only 293 crore taka was spent. For the Health Education and Family Welfare Division, only 86 crore taka was spent against an allocation of 4,810 crore taka.

According to IMED sources, the Financial Institutions Division spent only 2.31% of its allocation, the Internal Resources Division (IRD) 2.12%, the Ministry of Chittagong Hill Tracts Affairs 3.30%, the Security Services Division 2.43%, and the Public Safety Division 1.25%.

Overall, in the first five months of the current fiscal year, the rate of ADP implementation stood at just 11.75%, the lowest in the past six years. During this period, a total of 28,043 crore taka was spent, nearly 6,000 crore taka less than the same period of the previous fiscal year.

It is worth noting that 2,38,695 crore taka has been approved for the ADP in the current fiscal year. Under this ADP, 1,198 projects are currently under implementation.
