Implementation of Bangladesh’s Annual Development Programme (ADP) remained slow in July, the first month of the 2026–27 fiscal year, with only 0.69% of the programme completed, according to the Implementation Monitoring and Evaluation Division (IMED).
An IMED report released on Monday showed that ministries and divisions spent Tk 2,121.18 crore under the ADP during July, compared with Tk 1,644.66 crore in the same month of the previous fiscal year.
The July implementation rate was the same as in FY2025–26, while it stood at 1.05% in July of FY2024–25.
The government has set an ADP expenditure target of Tk 3,08,924.86 crore for the current fiscal year, including funding from government agencies’ own sources.
Officials said ADP spending is generally low at the beginning of a fiscal year as ministries and agencies focus on project preparation and work plans. However, the government has instructed them to accelerate implementation.
Kabir Ahmed, head of the Physical Infrastructure Division of the Planning Commission, said steps have been taken to remove bottlenecks in major infrastructure projects. The division is holding meetings with project directors and inspecting projects regularly to resolve implementation problems.
IMED is also planning monthly review meetings with ministries and agencies to identify and address obstacles and ensure faster ADP implementation in the coming months.
