Land Ministry orders digital Jalamhal system for streamlined lease management

In a major move to modernize Jalmahal lease management, Land Minister Saifuzzaman Chowdhury has instructed the Land Ministry to create a full-fledged digital Jalamhal system. This new system will offer online processing for lease payments, reports, orders, and other related activities, improving transparency and convenience for fishermen cooperatives.

The Minister issued the directive during the 75th Jalmahal Lease Grant Committee meeting on January 2nd. He emphasized the need for an efficient system to benefit genuine fishermen often hindered by middlemen in the traditional lease application process.

The current online Jalmahal application system launched in February 2022 has already received positive feedback. Its expansion to a full-service system aims to further enhance accessibility and eliminate bureaucratic hurdles.

During the meeting, 571 Fishermen’s Cooperative Samity Limited submitted online applications for leasing Jalmahals under the development project for the period 2024-2029. After review, the committee approved 124 leases across 21 districts.

Jalmahals refer to catchment areas for fishing in lakes, rivers, and wetlands.

Bangladesh has over 39,000 Jalmahals generating over Tk 100 crore in annual revenue.

Some Jalmahals are preserved as heritage sites or fish sanctuaries.

The Land Ministry’s initiative towards a digital Jalamhal system demonstrates commitment to supporting responsible fisheries management and empowering fishermen communities. This streamlined approach is expected to foster transparency, sustainability, and improved livelihoods for those dependent on these valuable aquatic resources.
