BM Desk : A draft of the Bangladesh Bank (Amendment) Ordinance, 2025 has been prepared, proposing that the Governor of Bangladesh Bank be given the status of a full minister. The central bank has prepared this draft based on expert opinions and sent it to the Finance Division for review.
Currently, according to the Warrant of Precedence (1986), the Bangladesh Bank Governor holds the 15th position in the state’s order of precedence. Others in this position include the Attorney General, the Comptroller and Auditor General, and the Ombudsman. The Governor’s current position is below that of the Cabinet Secretary and the Principal Secretary but above that of government secretaries.
Under The Prime Minister’s (Remuneration and Privileges) (Amendment) Act, 2016 and The Ministers, Ministers of State and Deputy Ministers (Remuneration and Privileges) (Amendment) Act, 2016, the Prime Minister, Ministers, Ministers of State, and Deputy Ministers receive salaries and various allowances as prescribed by law.
A minister currently receives a monthly salary of Tk 105,000. In addition, a minister receives a daily allowance of Tk 2,000, a discretionary allowance of Tk 10,000 per month, a discretionary fund of Tk 1 million, and Tk 75,000 for the purchase of a mobile phone. Ministers’ salaries are exempt from income tax.
Ministers are also provided with a government vehicle for official use at all times. When traveling outside Dhaka on official duty, they are entitled to an additional jeep, with all expenses borne by the government.
Furthermore, the government covers expenses for gas, electricity, water, telephone, and maintenance of official residences. If a minister does not reside in a government residence, they receive Tk 80,000 as house rent, along with home maintenance and utility expenses.
Each minister is provided with full-time security personnel, transportation between home and office, travel expenses for themselves and their families, and travel expenses for two domestic staff.
At the minister’s office, there are several designated staff members — a Private Secretary of Deputy Secretary rank, an Assistant Private Secretary of Assistant Secretary rank, and one additional Assistant Private Secretary from outside the cadre.
In addition, a minister is entitled to two officers of the 10th grade under the national pay scale, one orderly, one attendant, two MLSS (office assistants), and one cook or peon.
