Govt plans ration scheme for grade 12–20 public employees

The Bangladesh government has taken steps to introduce subsidized ration benefits for lower- and middle-income public employees in Grades 12 to 20, aiming to ease the financial burden caused by rising inflation and the increasing cost of living.

According to official sources, the initiative is intended to support government employees who have been struggling with mounting living expenses, with many reportedly facing financial stress due to loans and debt. The government believes that providing ration benefits will help reduce this pressure, improve employee well-being, and enhance workplace productivity.

The proposal has already received policy-level approval from both the Finance Division and the Cabinet Division. In June, the Cabinet Division sent a letter instructing the Finance Division secretary to take the necessary steps for implementation. The letter also directed authorities to review progress after three months and submit monthly implementation reports to the Cabinet Division by the 10th of each month.

The proposal was first raised by the Deputy Commissioner of Pirojpur during the Deputy Commissioners’ Conference held on May 3. Officials at the meeting argued that extending ration benefits to Grade 12–20 employees would significantly improve the living standards of a large number of government workers.

Mamun, Deputy Secretary of the Field Administration Wing of the Cabinet Division, said all relevant ministries have been instructed to implement the conference decision and regularly report progress.

Public administration expert and former Additional Secretary Firoz Mia described the initiative as timely, noting that soaring prices have made it increasingly difficult for government employees to manage household expenses. However, he stressed the need for transparent distribution to ensure that the intended beneficiaries receive the support without irregularities.

At present, subsidized ration facilities are available to members of the armed forces, Bangladesh Police, Border Guard Bangladesh (BGB), Ansar and Village Defence Party, the Prison Directorate, Fire Service and Civil Defence, the National Security Intelligence (NSI), the Special Security Force (SSF), the Anti-Corruption Commission (ACC), and the Department of Narcotics Control.

Grade 12 positions include office assistants, accounts assistants, cashiers, computer operators, storekeepers, security inspectors, data entry supervisors, auditors, and junior instructors. Grade 20 includes office support staff, security guards, night guards, peons, gardeners, and cleaners.

The issue has remained under policy discussion since the interim government’s tenure, when public employees demanded ration facilities and other allowances. At the time, Food Adviser Ali Imam expressed support for the proposal and formally requested the Finance Division to consider its implementation.
